Since Target is claiming ownership of the bags after they leave the store, maybe they should have to pay the littering fines for bags on the side of the road, stuck on fences and in our waterways!

I've seen examples of how to make these before, and I still haven't tried any. But after seeing "designer" bags, I might have to get my tail up and try it!

I don't know about Target's bags, but as far as the cease and desist goes, that's because there is a legal copyright on Target's logo, and to use that particular icon in another company's product is illegal. I don't think it has anything to do with the bags themselves, but rather with the selling of intellectual property.
